Welcome
Welcome to Norway and Co-Creating the First-Ever IEC International Workshop Agreement (IWA). The first workshop is hosted by NEK (serving as the IWA Secretariat) in Oslo and we plan a second workshop in 2027. In addition, there will be several online meetings.
Join us establish the global field-level IWA for distributed solar energy systems commissioning, repair, and safe circular-economy decommissioning!
Bridging the Gap Between Component Quality and Field Reality
Distributed solar power revolution has successfully brought electricity to millions across Emerging Markets and Developing Economies (EMDEs). The IEC has long provided world-class standards for individual solar components. Yet, in the field, a critical gap remains.
Recent field audits by the IEC Global Impact Fund (now the IEC Impact Alliance) and leading NGOs reveal systemic quality failures in rural installations.
To resolve these challenges, the IEC Standardization Management Board (SMB) has approved the establishment of the IEC’s first-ever International Workshop Agreement (IWA). Our goal is to bring the sector’s leading hands-on practitioners together with standardizers to create a fast-tracked, 12-to-18-month «field-to-standard» feedback loop.
The Scope: Three Lifecycle Phases
The IWA will define clear inspection checklists, minimum performance thresholds, test procedures, and e-waste documentation across three critical phases:
Phase 1: Commissioning & Acceptance Establishing standardized visual and electrical checklists to eliminate installation errors and use of incorrect components before a system goes live.
Phase 2: Re-Commissioning (Repair & Rehabilitation) Creating field-level diagnostic and repair protocols to rehabilitate failing systems, define common performance measurements, and support a unified Repairability Index.
Phase 3: De-Commissioning & End-of-Life (EoL) Management Building a circular economy framework to safely disconnect, classify, package, and document the handover of decommissioned batteries and PV panels to certified waste treatment facilities.
Why Your Voice Is Vital
Standardization has traditionally been driven by National Committees. However, the off-grid solar sector operates on the front lines of technology and local logistics. By utilizing the IWA instrument, the IEC is opening its doors to direct participation from non-traditional stakeholders:
- Solar Developers & Operators: Share what works (and what fails) in remote field deployments.
- NGOs & Development Agencies: Standardize procurement, environmental guidelines, and end-of-life accountability.
- Regulators & Utilities: Align international protocols with local market realities and nascent e-waste regulations.
- Financial Institutions & Funders: Define a robust, unified compliance framework to de-risk investments in solar-plus-storage projects.

Useful information
Select your ticket
Spaces for the physical workshop are limited. Selection of participants to ensure balanced representation across industry, NGO, regulatory, and academic sectors may take place.
You will be asked to briefly outline your organization’s experience in distributed solar power and energy storage design, deployment, regulation, or end-of-life management.
Introduction video
An interview with the project leader will be uploaded here later.
